Unless provifing a doctpr's note under the circumstances violates the terms of an employment contract or union agreement, it is legal. The fact is that absences from work can be monitored by a business; there need not be specific written company policy regarding this. Most work relationships are "at will" which means that a company can set the conditions of the workplace much as it sees fit (absent some form of legally actionable discrimination).
