With technology, arrest warrants tend to appear in any state who searches the National Criminal Lien Database for open warrants and criminal records. Once your personal information is entered, it is highly likely that the arrest warrant will appear. My advice is to still attempt to obtain your driver's and electrician's license in your current State. The worst they can tell you is that they cannot issue them due to the warrant if it appears.
