The incidents occurred in TX and the defendant primary office is there. However, but the plaintiff moved to C due to a job. Could thy file the EEOC case at a fedal court in CA?

No, they have to bring an legal case in the state where the incident occured. A court in CA has no jurisdiction over an incident occuring in TX because the incident occured outside the geographic area covered by the court.
