You should consult with an attorney. If the other person knew they had an STD at the time they had sexual realtions with you and never told you, you might have a  personal injury lawsuit against your partner. Alot depends on the circumstances--what the person knew, when; whether they had any reason to believe you did know; any precautions (e.g. condoms) taken--however, there is at least a reasonable possibility that in circumstances like those you describe, there may be civil legal liability. It is well  worth discussing with a personal injury attorney, especially since many will provide a free initial consultation and many will also take a case on contingency (you only pay the lawyer if  you recover money).
