Is asigned auto contract binding?
We purchased an auto about a month ago. The dealership wrote the papers at 12% and now they say it was the wrong amount and want us to sign new paperwork. Is it legal to hold title to force us to resign paper? Are the papers that we signed not legal documents?

Yes a signed contract is binding and enforceable against the signer. Do not know what this 12% is. If this is an obvious mistake to a person in your position, then the contract should be voidable. If not, then the dealer has no reason not to honor the contract.
