Is my friend, who’s on SSDI, responsible for loans she took out with the knowledge of her representative payee?

What steps can be taken, if any to clear up these loans?

Yes, under the laws of all states in this country, your friend who had a representative take out a loan or loans on her behalf is ultimately responsible for payment of such regardless if she is on SSDI and did not have knowledge of such. If she did not get the benefits of the loans she should consult with an attorney that practices in the area of consumer law.
