You cannot petition for a cousin as that is not considered a valid qualifying family relationship for immigration purposes.  If your cousin is under the age of 21, your mother can petition for her sister and the cousin will be included in that petition.  Otherwise, if the cousin is over the age of 21, you can help her explore student visa option or employment-based visa options if she has a bachelor's degree or higher.
