Is it legal for our General Manager to change our pay plans and states if we don’t sign them we’re fired.

My GM of the car dealership has
changed my pay plan going on the 4 th
time and I haven’t even been there a
yr. Now given this last pay plan I finally
got the raise I deserve cause I work
hard but how can I ensure that he just
won’t change it again. I feel like I can’t
make major purchases in my life
because I never know when my money
is going to change.

Do you have an union agreement or employment contract that guarantees you your wages, including a pay rate and raises? Does your treatment constitute some form of legally actionable discriminaton? If not, then I'm afraid that there really isn't much that you can do. As an "at will" worker, your company can set the conditions of employment much as it sees fit.

If you have a written employment contract for a defined period of time (e.g. a one-year, two-year, etc. contract), which contract has not yet expired, you are entitled to whatever pay and raises the contract says you are entitled to. If you have a contract and the employer does not honor it, you could sue the employer for "breach of contract" to enforce its terms.
However, without a written employment contract, you are an "employee at will": that means your employer can change how much you are paid and how you are paid  at will, for any reason, as many times as it likes, without prior warning. You also have no right to a raise as an employee at will: it is entirely up to your employer whether to give you a raise, when, and and how much.
