Is it legal for a manager to hold your final check after resignation?
I resigned from a job and the general manager told me to set up an
appointment with one of the other managers for my check. Why couldn’t
it have been mailed out?

They should have mailed it out to you upon request; they can't hold it to force you to have a meeting. On the other hand, it would be much easier, faster, and cheaper to set up the appointment and meet with the manager rather than suing for the money, since suing is your only other option.
