It is unclear in what context you mean when you say "a civil case."  Generally speaking, a driver's license can not be suspended by anyone other than the issuing agency (i.e., the Department of Motor Vehicles) or by a Judge in an action against you.  These actions are usually actions brought in a criminal case such as a driving while intoxicated or driving under the influence.  It can also be suspended for failure to pay fines and restitution.  Can a civil plaintiff request suspension?  Yes, I am sure that they can.  But the law may not such a remedy and you check out the matter with an attorney in your area who can look at the specifics here.  Good luck.
