Is it harassment to contact a person if he legally owes you money?

My ex owes me about $1300 for a car loan. He is suppossed to make monthly payments but he stopped paying. Actually, according to the court order, he was suppossed to have the amount paid off 1 1/2 years ago. I want to contact him and make pressure so he pays. Can I do this, or is this harassment? He asked me to not contact him anymore ( of course, because he doesn’t want to pay) and that he would file a restraining order if I contact him again. What can I legally do?

What you need to do is drag him back to court for contempt and for complaince with the court order and the agreement.  You need to ask the court for a judgement against him for the money and then you can execute on the judgement in any way allowed by law.  Good luck.
