You ask an interesting question here.  After some research I still don't have a definitive answer.  I could find no direct prohibition against this but that does not mean that there isn't one.  You should consult with an attorney in your area; they may know of some restriction of which I am unaware.

I would think that absent such a restriction, growing your own tobacco would be legal.  I base this on the fact that you can make beer or wine in your home legally as long as it is for your own use and not sold or otherwise distributed to the general public.  This of course is in direct contrast to growing marijuana which is a contraband substance; beer, wine and tobacco are not.
