Is a landlord required to give notice of repairs done outside my apartment, if the worker can see into my unit?

This morning I was very surprised to see a worker on a ladder right outside my window, looking into my apartment. He was there to repair the window frames but I was not informed he would be there this morning. I felt it was a violation of privacy, but when I brought it up to my building manager he told me since the worker was not IN my apartment, he was not required to give me notice of the repairs. Is this true or am I correct that this is an invasion of privacy?

You and the property manager are both right:

1) They do not need to provide notice of repairs outside your unit (it is courteous to do so, but not required).

2) However, the worker should not have been looking into your unit, and may have been violating your privacy and possibly committing a crime (i.e. one of the offenses that go under the general heading of being a "peeping tom").
