Is it legal to park at a curb in front of someone else’s home because it is considered part of their property?

Our neighbors park their cars next to the curbs that surround our property. What legal actions can be taken?

I would speak with some one in your area about the spcifics here as to property ownership.  Generally speaking, you do not "own" the street which is where the car is parked.  It may abut your property but they can still park there legally.  Good luck.
