Not all states require employers to provide a meal/rest rest breaks and MT is one of them. Therefore, employers must follow federal rules. This means that een though breaks are not required, employers must pay employees for time they spend working and for shorter breaks during the day (under 20 minutes). An employer that chooses to provide a longer meal break does not have to pay the employee for that time (assuming that the employee is relieved of all their job duties).
