Yes. For the car owner to be liable, or responsible, for storage fees, he or she must at least have implicitly agreed to them. This would require some notice of the fees, so that by chosing to drop off the car with knowledge of the fees, the owner can be said to have consented or agreed to them. If there was no notice and therefore could not be any agreement, the mechanic cannot after the fact unilaterally impose such fees.
