Can a landlord refuse to renew your lease after you have already signed the new lease sent by the property management group?

A lease is a contract; once you have signed a lease (contract) offered to you, it is in effect, and the other party cannot decide to not honor it. In this case, since the proeprty management group is the employee or agent of the landlord, the landlord is bound by their action; if they sent you the lease and you signed it, the landlord is stuck with you, at least for the term of this lease, even if the prop. manager made a mistake and was not supposed to have sent you the lease.
