If the car was only impounded because there was no licensed driver to move it from the public roads, then redeeming the car should just be a matter of paying for the impound fees, towing and storage, assuming that the registration, tags and insurance are all current.
However, if the car is being held for evidence, in charges against the person who was driving it, or if the car was being used by that person for some criminal activity, it might not be so easy.
