If you are being threatened and harassed by someone claiming that you received an online loan but you never did, you have the following options:

1. contact law enforcement and make a police report over the incident. Possibly the report will be referred over to the district attorney's office for charges to be filed;

2. contact an attorney experienced in obtaining restraining orders. Your situation sounds like a restraining order might be needed depending upon the severity of the harassment.

You need to be aware that there are many entities and people claiming debts are owed to them as third party collection agencies but the contact with people like you is part of a scam.
