From what you write, there is a reasonable chance that your neighbor would be liable. He or she may have been negligent, or unreasonably careless, in not securing his or her dogs correctly, since there was apparently a hole in the neighbor's fence which he or she relied on to secure them. Negligence can give rise to liability. If the neighbor were liablle, he or she may be responsible for your vet bills.
