If you're required to be "on duty," at the workplace and available for work, for 40 hours, then you've worked 40 hours, even if there were parts of that time you weren't actually doing anything.
However, the employer can cut your hours. Most people are "at will" employees, which means there is no legal requirement for any reason at all for most job actions.
