Determining fault without an accident report depends on the facts of the case.  For example, if damage is to the rear of one vehicle, the driver who rearended the vehicle is at fault.  If there is a dispute as to which party caused the accident, were there any witnesses?  The testimony of witnesses would be important.  Another way to determine fault is whether the statements of the drivers in the accident is supported by the damage to the vehicle(s).  Accident reconstruction can determine the cause of the accident.
