If my vehicle was invoked in the accident and I as the owner of the vehicle didn’t give the driver permission to drive the car can I take him to court as a civil suit to repair my car since my insurance will no cover it ?

I was out of town , the drive took my
vehicle without my permission and
crashed into a parked vehicle.

You can sue the individual who took and damaged your car for the property damage (cost of repairs) to your car.  You can also sue that individual to recover the amount of any judgment against you from the owner of the parked car, since you were the registered owner of the vehicle that hit the parked car.
