I am so sorry for your loss.  More details are needed here but what I am assuming is that your father may have died before your step-mother, correct?  Generally is a beneficiary pre-deceases the named insured on a life insurance policy then the proceeds go to the next person named in the policy.  If there is no alternate listed then the policy is generally payable to the estate of the decedent.  If I do not have the facts correct here please let me know.  Good luck.
