I applied at another subsiderary of a company and they turned me down for employment based on human resources info that they obtained from the other branch —-is that Discrimination?

No, this does not constitute employment discrimination unless turning you down had to do with your race, religion., disability age (over 40), national origin, etc. Also, if this action violated the terms of an employment contract or union agreement, then you would have a claim. The fact is that a company can set the conditions of employment much as it sees fit. This includes who and why to hire or not (subject to the 2 exceptions mentioned above).
