If I signed a consent to allow the police to retrieve data from my phone but they see something unrelated to the current case they are working on, can they arrest me?

The simple answer is "yes" so long as they do not exceed the scope of the consent.  For example, if this was a consent to search a house for a motorcycle helmet, that consent does not extend to places wheere a motorcycle helmet could not be - like a small drawer.
