It sounds like the person had the minimum coverage, which is 20/40 in Connecticut: $20,000 per person, $40,000 per accident. You are correct: the $40,000 is divided amongst the 5 injured parties. If 4 of the people have no injuries as you say and one person only is injured then that person can collect a maximum of $20,000. An option for the injured party is if they have auto liability insurance and they carry "under-insurance" in an amount greater than $20,000 then they can go against their policy for the difference, but they must receive the entire $20,000 from the car at fault and their insurance company is allowed to deduct the amount received from their coverage.
For example, if they have underinsurance in the amount of $50,000 and they receive $20,000 from the other car, then they can receive a maximum of $30,000 ($50,000 minus $20,000) from their own company.
