The treasurer could be charged with embezzlement.  Embezzlement is the fraudulent appropriation to his or her own use or benefit of money or property entrusted to the treasurer by another person.  Embezzlement is the fraudulent appropriation of money or property by the treasurer which the treasurer had lawfully received by virtue of his or her position as treasurer.
