If a woman living in my home who doesn’t pay rent and her toddler falls out of a second story window and is injured, am I responsible to pay the medical bills?

As the owner of the property, you are liable for the toddler's injury.

Your liability includes the medical bills and pain and suffering.  Compensation for the medical bills is straight reimbursement.  Compensation for pain and suffering is an amount in addition to the medical bills based on the medical reports which document the nature and extent of the child's injury.

It would be advisable to refer this matter to your homeowner's insurance carrier which will handle the case for you.
