If a tenant refuses to sign a rental agreement what is the fastest way to evict?
I recently became in possession of a property, and the 2nd floor tenants refuse to sign a rental agreement. They have been very short and nasty with me, and I’m not 100% sure but given these peoples history I think there are illegal things going on in the house. I want to know step-by-step what I need to do to either get these people to sign the agreement and pay rent or have them put out, preferably put out, and fast.

If the tenants in the unit you now possess have no written lease for the premises, then under the law it is presumed that they are on a month-to-month lease. If you want these tenants removed from their lease, you need to have them served with a thirty (30) day notice of termination of their lease.
I suggest that you consult with a landlord tenant attorney to assist you in this endeavor since you suspect that there is illegal activities going on at your rental.
