If a police offer arrests someone and issues that person a ticket but writes down the information wrong, can the charge be dismissed?

Someone was handed a criminal littering ticket, the officer took the suspects ID which was a fake ID. The officer was not aware that it was fake, and in addition, the deputy wrote down the address of the suspect incorrectly. The officer also took a thumbprint of the suspect while handing out the ticket.

There is always the possibility based upon your question that if a person was cited for the littering offense had the information placed down incorrectly the charge could be dismissed as a matter of course.

If the information was incorrect that was placed down with respect to the ticket based upon upon a fake identification card then the chances of the ticket ever becoming anything of importance seems remote from what you have written.
