Yes, it's legal. If you are an exempt salaried employee, you can be made to work extra hours at any time without additional compensation--including to make up for time lost due to a hurricane or other disaster. However, if you are an hourly employee, if you are required to work extra hours, you must be paid for them--and if you work more than 40 hours in a work week for any reason, you must be paid overtime.
