If I work for a private preschool and my employer is requiring me to attend a 6 hour training course in a city 40 minutes away on a Saturday but he refuses to pay for the time, is this legal?

If you are paid as an hourly (not salaried ) employee, then mandatory training is time for which you must be paid. 
That having been said, training time need not be counted as compensable work time if:

It occurs outside of the employee's normal work schedule,
It is voluntary,
It is not directly related to the employee's current job, and
The employee does no other work during the training.

Additionally, it such time puts you past 40 hours for the week, it must be [aid as OT.
