If I work as a subcontractor cleaning a bank and receive no benefits, can my employer demand that I buy liability insurance?

I submit a 1099 for tax purposes.

Yes, you employer can and, actually should, do this: indepenent contractors (i.e. a "subcontractor" or someone paid on a 1099) can have their own insurance, since they are legally a separate entity from the person or business hiring them, and it's good advice to require that they provide their own liability insurance--I advise all my own clients, for example, to make sure their contractors have their own insurance. If you are unwilling to do this, your client/employer can stop employing you.
