Can I take legal action against my roommate, if they evicted me and sold my personal belongings while I was incarcerated?

This after he refused 2 people that I sent to pickup my belongings.

Depending on the circumstances (you gave no facts of your situation), you could sue your ex-roommate for illegal eviction, and conversion and/or theft of your belongings. Additionally, you could also file a complaint with the police; if the prosecutor picks up the case it would then become a criminal matter.

At this point (depending on the amount involved that you sue for), small claims is probably your best venue for pursuing your legal remedy. Be sure to bring supporting proof of your claim - documents, witnesses, pictures, receipts, etc.
