It says if the payment is not made, they will review the matter and possibly suggest that their client wal-mart take further civil action. Should I pay this to avoid a possible civil lawsuit or is it unlikely that they would take further action?

If the amount is not paid, further action will probably be taken.  That further action may include filing criminal charges for petty theft.  If that  theft charge larceny is on a person's record, the person will have difficulty finding employment in the future.
