If I was recently fired from my GM position at a restaurant but my own personal cell phone was completely reactivated back to factory settings, did my employer have any right to this?
It was completely cleared of all text messages and apps, plus any changes I made to the settings. I never signed any paperwork giving him access to my cell phone.

No, he did not have any right to do this, but there is little if anything you can do about it legally the law doesn't provide compensation for inconvenience or lost personal date. All you could recover is the to repurchase any apps you paid for and lost, which is hardly likely to be worth the cost, time, and effort of litigation.
