She is 16 years old. Can that business owner be charged with interferring with a court order?

No, there is no such crime as interferring with a court order. The court order only binds those parties named in it--such as you and your spouse. It does not operate against the rest of the world, such as people, like this business owner, who were not involved in the matter.
