Does a creditor that has a judgement against me have the right to levyall of the money in my account and take my children’s savings accounts?

Under the laws of all states in this country a judgment creditor has the legal right to levy upon all bank accounts owned by the judgment debtor. If the bank account that was levied upon was in your name but the money was actually your childrens', the levy was legal due to the ownership designation.
