If I’m 19 and I lent $400 to my mother and she refuses to pay it back, is there any legal action I can take?

Since you lent your mother $400 and she refuses to reimburse you the money lent, your option is to do nothing about it, ask her for repayment (at once or under a monthly installment plan), and if she refuses, then you file an action against her in small claims court.

Before filing an action, I would write her a letter memorializing the terms of the loan and the fact that it is not due asking for payment by a certain date. Keep a copy of the letter for future reference. If her response is not to your liking, small claims court seems to be your option.
