What to do if my landlord said it’s my responsiblity to install and pay for carbon monoxide detectors but I found out after signing that it is their responsiblity?
Should I with hold deposit and rent until installed? Should I or could I back out of deal? Should I buy them and bill them later? I lsigned a lease but have not moved in, given a deposit or 1st month’s rent.

Since the payment for and installation of the carbon monoxide detectors is the unit you have is the landlord's responsibility you should write the landlord a letter demanding that he or she install such by a certain date and if not, then you will have the local building and permit department come by and inspect the unit. Keep a copy of the letter for future use and need.
If the the due date comes and goes without the carbon monoxide detectors being installed, then you contact the necessary public entity for an inspection of the rental.
