I live in Arizona and I just turned 18 and I’m in a non-sexual relationship with a girl who is 15 1/2.
I understand that any kind of sexual conduct is strictly forbidden by Arizona law, but I need to know if I could get into any kind of legal trouble for things like kissing or holding hands. I have been told that kissing specifically can be interpreted as sexual contact, but the definition of sexual contact in section 13-1401 of the Arizona criminal code does not define kissing as such. I specifically need an answer one way or the other on this matter.

It does not seem that kissing or holding hands would be prohibited under Arizona law Section 13-1401. While kissing may certainly be interpreted as sexual contact by some, the statute is what you need to follow.
