What to do if I moved into an apartment a week ago and I still don’t have any utilites because the landlord won;t give me access to the basement?
The basement is pad locked and I missed 2 appointments with the gas company due to this. I was told by both landlords that they have full time jobs. I don’t have a working stove and my fridge is broke. They are being very difficult. What are my rights. Can I get my money back or have my rent pro-rated due to the inconvenience and how can I get my utilites turned on?

The utilities should have been on when you moved in. I would contact the landlord via telephone and e mail/letter advising him or her that if the utilities are not turned on by a certain date, you will deem the lease terminated.
You might also consider contacting a landlord tenant attorney to assist you in your matter.
