What to do if I just got a new doctor who doesn’t like the meds I am on or their doses so has refused to refill them even though I have no meds left?
Is this legal and, if not, who can I contact about what she did as far as her supervisor or attorney or whomever? I need this rectified as quickly as possible. I cannot abruptly stop these medications.

It is perfectly legal: a doctor's duty is to use his or her best judgment on behalf of his or her patients. If this in doctor's judgment, the medicine is unhelpful, or risky, or otherwise not appropriate or a good idea, the doctor's legal and professional obligation is to NOT refill them; a doctor should not refill meds simply because a patient had them previously.
You may wish to find a different doctor, if you don't like this doctor's approach.
