What to do if I have given my employer a weeks notice but he wanted me to stay for 4 weeks or buy out that notice period?
I have not signed on any contract with them but they are saying company has a policy for a notice period for 4 weeks. What my rights are as an employee here to get my final paycheck and relieving?

Under the laws of all states in this country if an employee terminates his or her position on thier own the employer is required to pay the employee a final check within three (3) days of quiting. If the employee is terminated then the final check is due immediately.
The notice of leaving given by an employee is a courtesy in the employment industry. There is no required time frame for a notice period to be given to an employer. Likewise, one's employer can terminate an employee immediately without notice.
As to a buy out for the notice period that you have written about. Having such in a employement at will situation is not enforceable.
