If I have an employee who I think is falsifying her timesheets/expense reports, can I place a GPS tracker on her car?
Is it legal to secretly place a tracking device on her vehicle to verify my suspicions?

Is it a company-owned car? If it is, you may do anything you like to it, including placing a GPS tracker surreptitiously in the car. If it's the employee's own car, you may NOT place a tracker (or do anything to it) without her permission. However, you can require her to place a GPS tracker (i.e. you can't do it secretly, but you can openly make her do this) and allow you to access it to verify location, etc. If she refuses, you could fire her.
