If I have a wage attachment against a county employee for past due rent. and she files bankruptcy, will the wage attachment stop?

If yes, can I go to the hearing to speak to the judge?

Filing bankruptcy will stop the wage garnishment.  When you refer to the hearing, I assume you are referring to the first meeting of creditors who appear before the bankruptcy trustee.  As one of the creditors, you can attend that meeting; however, the debtor is NOT obligated to reaffirm a debt.
