If I’ve a published a free local restaurant directory, since it’s a free listing do I need the approval from the business to list them?

There is no cost for local restaurants to be listed.

It depends on what you are listing.  If most information is publicly available, it shouldn't be a problem but you would want to make sure you are not violating any trademark or copyright laws.  Check with each listing to receive written approval to list. If the restaurant knows it is free, it will jump at the opportunity.
