I have a new boss who is doing an evaluation of me without ever having sat down with me to outline my job objectives
I have worked at this job for 3 years successfully and my boss retired and the
new boss is totally out of her depth and citing ‘insubordination’ not doing my
work yet our SOPs have not been finalized. My job description is non-existent
and our company policies have not been fully vetted. Her evaluation is not based
on achievable objectives but subjective statement. She micromanages my work.

Do you have an employment contract or is there a union/collective bargaining agreement that prohibits this action? Does it constitute some form of legally actionable discrimination? If not, then you are in an "at will" employment arrangement. Accordingly, your company can set the conditions of the workplace much as it sees fit. This includes how to conduct evaluations.
