If I had seizure at my high school and someone videotaped it and put it on face book, is this a type of bullieing?

I have had seizures since I was 16; I am 18 now. I had a tonic-clonic seizure Friday before school started. I have been bullied for 2 years and now I find out someone posted my seizure on-line. What are my rights?

"Bullying" is typically a form of intimidation and harassment against a specific target with the intent to embarass and harm.

The matter that you have written about technically is not "bullying" in that it is an actual depction of an unfortunate incident that happened to you. Unless you can demonstrate that the depiction of you online is actually a violation of school rules that you attend, then what is depicted does not appear to be "bullying" from what you have written.
